About the Mediator
Harold Cohen, Ph.D.
MCDR Past President 2015-2016
Harold served as Vice President and Secretary of MCDR before being elected Co-President for 2015 and President for 2016.. Harold serves on mediation and arbitration panels for FINRA, the Better Business Bureau, National Futures Association, EEOC (including paid regional mediator and pro-bono panel), Maryland District Court, and the American Health Lawyers Association. Like many, he comes to the ADR community from a non-traditional background. Harold spent his professional life as a chief fire officer and paramedic in area career and volunteer fire departments.
After retirement, he now serves as a consultant for public safety systems, a professor for undergraduate healthcare administration, and graduate public service leadership programs at various Universities. This includes the Executive Fire Officer Program in Emmitsburg, MD. Much of his consulting involves mediation concerning fire and EMS, labor/management systems,EEOC, healthcare, and other public processes.
Harold obtained a Ph.D in Health Services from Walden University, an M.S. in Emergency Health Services Administration and Management from the University of Maryland Baltimore County, and is a graduate of the Harvard University John F. Kennedy School of Government Program - Senior Executives in State and Local Government. He is board-certified in healthcare management and is a Fellow of the American College of Healthcare Executives. Harold remains certified as a chief fire officer by the Center for Public Safety Excellence and a retired nationally registered paramedic with the National Registry of EMTs.
In March of 2021, Harold was appointed to the Maryland Attorney Grievance Commission Peer Review Committee.In 2023, Harold was reappointed for a second term.
